Growth initially met the additional demand.
Clean energy growth has not slowed. According to the methodology used in the Statistical Review of World Energy 2025, wind and solar remained the fastest-growing parts of the energy system in 2024, growing by 16%. Yet global energy demand still rose that year, and absolute fossil-fuel consumption continued to increase.
This is the counterintuitive part of the problem: building more renewable energy does not automatically mean an equivalent amount of legacy energy is retired. As long as growth in energy demand is large enough, newly built clean energy will first fill the increase, making it difficult to immediately displace existing capacity. The global energy mix in 2024 looked more like “addition” than like-for-like “replacement.” To determine whether replacement is actually occurring, we also need to see whether absolute fossil-fuel consumption has declined. In other words, a high growth rate shows that clean energy is expanding, but by itself it does not mean that legacy energy is leaving the mix at the same time.
More Power Doesn’t Mean Less Fuel
Over the past decade, global electricity generation has grown at twice the annual rate of total energy demand. This shows that the world is indeed becoming electrified: more equipment, industries, and aspects of daily life are switching to electricity, while the power system itself is expanding.
But a larger electricity system also brings a simple consequence: even rapid growth in clean power may merely expand total electricity supply, making it difficult to displace coal, oil, and gas across all uses. Wind and solar growth of 16% is striking, but it is up against an overall system that is still expanding.
Nuclear power grew by 3% in 2024, but it met only a little over 5% of global total energy demand. This figure is a reminder that low-carbon energy already exists, but remains too small relative to the energy system as a whole. Substitution happens first at the margin; absolute declines take much longer.
Emissions produced the result.
If clean energy had already fully replaced fossil fuels on a linear basis, the most direct result should have been a decline in energy-related carbon emissions. Yet energy-related carbon emissions still rose by about 1% in 2024, surpassing 40.8 and reaching a new high once again. This does not support the claim that “replacement has already occurred.”
This is not to say that clean energy is useless. On the contrary, 16% growth in wind and solar itself shows that they are becoming an important source of new energy supply. The issue is that adding new supply is not the same as phasing out existing capacity. The former can happen quickly; the latter depends on how quickly total demand, infrastructure, end-use energy consumption, and existing fuel systems contract.
The 63% indicates that legacy systems still make up a substantial share.
In 2024, fossil fuels still accounted for 63% of global energy consumption, while non-fossil energy accounted for 38%. These figures make “why it is still hitting record highs” more explicit: the old system remains the mainstay of global energy consumption.
When the system as a whole has not yet visibly contracted, rapid growth in clean energy will first reshape the composition of new additions, and only gradually change the overall mix. The public can easily see installed capacity, projects, and growth rates, but tends to underestimate the energy system’s baseline. Wind and solar growth of 16% and a fossil-fuel share of 63% can both be true because they describe changes at different levels.
It’s not just about building more; we also need to see how much it replaces.
The central tension in 2024 shifted to the pace of growth: Has clean energy grown fast enough to reduce absolute fossil fuel consumption? The answer is: not yet. Overall energy demand rose by about 2%, wind and solar expanded rapidly, nuclear power grew modestly, fossil fuels remained a large share, and emissions reached a new high. Together, these point to one conclusion: the energy transition is underway, but it looks more like layering.
So, the continued buildout of clean energy and fossil fuel use reaching new highs are not necessarily contradictory. The contradiction exists only in an oversimplified view: the assumption that every additional unit of new energy automatically means one less unit of fossil energy. Data from 2024 remind us that, in reality, the first step is often for new demand to be met by more energy sources working together.
