Defying the population curve
The Korea Development Institute projects the number of employed persons in South Korea will increase by 170,000 in both 2026 and 2027. This addition of workers comes despite an aging population that is reducing the total number of working-age adults.
This continuous job creation is expected to keep the national unemployment rate stable at 2.8 percent through 2027. The data indicates that demand for labor is currently absorbing available workers faster than the demographic headwind can shrink the labor pool.

The domestic driver
While semiconductor exports are driving headline economic growth, the Ministry of Economy and Finance notes that the chip industry is highly capital-intensive and generates limited direct employment. The export boom does not fully account for the rising headcount.
Instead, the Korea Development Institute attributes the gradual improvement in employment to recovering domestic demand. The institute forecasts private consumption to grow by 2.2 percent in 2026 and 1.5 percent in 2027. This internal spending requires service and retail labor, which translates directly into new hiring.
